One year after the basic income reform, this film from Halle shows what holistic support means in practice: A job center provides in-house coaching, a care facility fills its job openings, and a woman who recently started a new job says, “I’m proud of it.”
What comes after the law is the real story
Much has been written about the citizen’s income. The Federal Ministry of Labor and Social Affairs (BMAS) wanted to show how the reform is changing everyday life—specifically where it makes a difference: at a job center that takes holistic support seriously, dedicates more time to people, and once again offers in-house coaching.
The film follows the process through to the outcome: A care facility finds employees it urgently needed. A woman works her way into an industry that was completely foreign to her and now talks about training plans. Everyone involved has a chance to speak—from the job center to the employer to the woman herself.
“At first, it was relatively difficult to get my colleagues on board. Not because they didn’t want to participate, but because they were afraid of the camera. But the film crew did a great job of putting them at ease. In the end, it was completely relaxed and very pleasant.”
Three Perspectives, One Success Story
The film derives its credibility from its comprehensiveness: the job center, the employer, and the woman at the center of the story all tell the same story from three different perspectives. The job center describes the shift from rapid job placement to social work. The care facility describes what it means when someone arrives and realizes they are needed. And she herself describes the feeling of no longer being alone.
Comments like that only come up when people forget the camera is there. Over the years, the BMAS has produced films at several job centers, and the centers describe the process in similar terms: initial reserve, then everyday life. Dr. Anja Wode, executive director of the Stade Job Center, describes this in the quote below as it applies to her own center. That's how a social reform becomes a film about people. And how a government message becomes a story you'll remember.
