On July 1, 2026, the 13th SGB II Amendment Act came into force. Bürgergeld (citizens' income) became Grundsicherungsgeld (basic security benefit), changing the daily work of the jobcenters. The BMAS didn't want to explain this reform through a circular, but through conversation: one voice from the ministry, one from practice.

Why a conversation explains more than a circular.

BMAS didn't want to mandate the reform by circular — it wanted to have it explained. By someone who helped shape it, and by someone who implements it every day. So Simone Solka and Jan Kaltofen sat in front of the camera together, in a real conversation instead of alternating statements.

A dry law only becomes tangible once you see the people behind it: the consultation, the reception, everyday life in the Jobcenters. We already knew these people and their work. We've accompanied the BMAS and the Jobcenters for years, and over many shared films a trust has grown that shows in a topic like this.

That’s how a law became a film that reaches people. On July 1, 2026 — the day it took effect — it appeared as “Let’s talk about the 13th SGB II Amendment Act!” on sgb2.info, the platform of the SGB II service center.

Simone Solka explains from the BMAS why the 13th SGB II Amendment Act rebalances supporting and requiring. Jan Kaltofen, as head of the Halle jobcenter, assesses how the reform is landing in practice: with intense discussion inside the offices, but ultimately with confidence. In between, the film shows what that means in concrete terms: counseling, placement, everyday life in the jobcenters.
